The Planning (Scotland) Act 2019 (Commencement No. 14) Regulations 2024

Coming into force
The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 63(2) of the Planning (Scotland) Act 2019[^f00001].
Citation, commencement and interpretation

- (1) These Regulations may be cited as the Planning (Scotland) Act 2019 (Commencement No. 14) Regulations 2024 and come into force on 5 December 2024.
- (2) In these Regulations “the Act” means the Planning (Scotland) Act 2019.
Appointed day

- (1) Subject to paragraph (3), the day appointed for the coming into force of the provisions of the Act specified in paragraph (2), in so far as not already in force, is 5 December 2024.
- (2) The provisions are—
- (a) section 12 (amendment of National Planning Framework and local development plans),
- (b) section 15 (masterplan consent area schemes),
- (c) section 62 (minor and consequential amendments and repeals),
- (d) paragraph 5 (masterplan consent areas) of schedule 2 (minor and consequential amendments and repeals).
- (3) Section 62 of the Act is commenced only for the purposes of the commencement of paragraph 5 of schedule 2 of the Act.

Explanatory note
(This note is not part of the Regulations)
EXPLANATORY NOTE
These Regulations bring sections 12 and 15 and paragraph 5 of schedule 2 of the Planning (Scotland) Act 2019 (“the Act”) fully into force on 5 December 2024. Section 62 of the Act is commenced on 5 December 2024 for the limited purpose of bringing paragraph 5 of schedule 2 into force.
The Bill for the Act received Royal Assent on 25 July 2019. Sections 58 to 61, 63 and 64 came into force on the following day.
