171Caiff Gweinidogion Cymru gymeradwyo man a all fod yn gyrchfan i ddeunydd perthnasol hysbysadwy fel man lle caiff arolygydd gynnal gwiriadau iechyd planhigion a gwiriadau adnabod mewn cysylltiad â’r deunydd hwnnw.2Caiff mewnforiwr neu berson arall sy’n gyfrifol am y man hwnnw wneud cais i Weinidogion Cymru am gymeradwyaeth o dan baragraff (1) ar y ffurf ac yn cynnwys yr wybodaeth a bennir gan Weinidogion Cymru.3Caniateir i gymeradwyaeth gael ei rhoi yn ddarostyngedig i amodau, gan gynnwys amodau sy’n ymwneud â storio’r deunydd perthnasol neu â nwyddau tramwy yr UE, a chaniateir ei thynnu yn ôl ar unrhyw adeg os nad yw Gweinidogion Cymru yn ystyried bellach bod y man y mae’r gymeradwyaeth yn ymwneud ag ef yn addas at y diben y rhoddwyd y gymeradwyaeth.4Ni chaiff Gweinidogion Cymru gymeradwyo man fel man arolygu cymeradwy onid yw Comisiynwyr Cyllid a Thollau Ei Mawrhydi wedi cymeradwyo’r man i’w ddefnyddio fel cyfleuster storio dros dro.5Yn yr erthygl hon—aystyr “cyfleuster storio dros dro” yw cyfleuster storio dros dro o fewn yr ystyr a roddir i “temporary storage facility” yn Erthygl 148 o’r Cod Tollau;bystyr “gwiriad adnabod” (“identity check”) yw archwiliad a gynhelir o dan erthygl 12(3).Gofynion ar gyfer dogfennau symud iechyd planhigion6Ni chaiff unrhyw berson symud dim o’r deunydd perthnasol hysbysadwy a ganlyn oni bai bod dogfen symud iechyd planhigion yn mynd gydag ef—adeunydd perthnasol hysbysadwy sy’n ddarostyngedig i gytundeb tramwy UE ac sy’n cael ei symud i’w ardal rheolaeth iechyd planhigion yng Nghymru;bdeunydd perthnasol hysbysadwy sy’n ddarostyngedig i gytundeb y cyfeirir ato yn erthygl 12(4) ac sy’n cael ei symud o fewn Cymru neu o Gymru i unrhyw fan arall o fewn yr Undeb Ewropeaidd.
