The Welsh Ministers, in exercise of the powers conferred by sections 32 and 48(2) of, and paragraphs 4(a), 7(4)(b) and (c) and 23(4)(a) of Schedule 3 to, the Flood and Water Management Act 2010 , make the following Order.
