THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine [^ntr1-L_202602281EN.000101-E0001], and in particular Article 14(1) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
- (1) On 17 March 2014, the Council adopted Regulation (EU) No 269/2014.
- (2) In its conclusions of 18 and 19 June 2026, the European Council reaffirmed its continued firm and unwavering support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that the Union will continue to provide, in coordination with like-minded partners and allies, comprehensive political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people. The European Council strongly condemned the recent serious escalation by Russia, including large-scale missile and drone attacks against civilians in Ukraine. The European Council also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions.
- (3) In view of Russia’s continued and escalating aggression against Ukraine, and in particular its recent brutal military campaign deliberately targeting civilian infrastructure, which has caused severe suffering to the civilian population and which aims to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures against entities and individuals involved in Russia’s military and industrial complex.
- (4) In particular, the Council considers that 826 entities and 743 persons should be added to the list of persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014.
- (5) The entities concerned appear in a list recently established by the Government of the Russian Federation that identifies them as belonging to the Russian military-industrial complex, and they are therefore entitled to receive subsidies from the Government of the Russian Federation. The Council considers that those entities are therefore forming part of Russia’s military and industrial complex. The persons concerned act as executives of those entities and the Council considers that those persons are therefore supporting Russia’s military and industrial complex.
- (6) Regulation (EU) No 269/2014 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Article 1

Done at Luxembourg, 12 October 2026.
For the Council
The President
K. KALLAS
