THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine [^ntr1-L_202602292EN.000101-E0001], and in particular Article 14(1) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
- (1) On 17 March 2014, the Council adopted Regulation (EU) No 269/2014.
- (2) In its conclusions of 18 and 19 June 2026, the European Council reaffirmed its continued firm and unwavering support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that the Union will continue to provide, in coordination with like-minded partners and allies, comprehensive political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people. The European Council also expressed the Union’s readiness to step up pressure on Russia, including by adopting further restrictive measures.
- (3) On 18 March 2024, in the statement by the High Representative of the Union for Foreign Affairs and Security Policy, on behalf of the Union, regarding the Russian presidential elections and their non-applicability on Ukrainian territory, the Union strongly condemned the illegal holding of so-called ‘elections’ in the territories of Ukraine that Russia has temporarily occupied. The Union also reiterated that it does not and will never recognise either the holding of these so-called ‘elections’ in the territories of Ukraine or their results.
- (4) The organisation of elections for the Russian State Duma in September 2026 by the Russian Federation in the temporarily occupied territories of Ukraine breaches Ukrainian and international law and undermines Ukraine’s independence, sovereignty and territorial integrity.
- (5) In particular, the Council considers that 77 persons should be added to the list of persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014.
- (6) Regulation (EU) No 269/2014 should therefore be amended accordingly,
