Αποφάσεις - Ανακοινώσεις — ΦΕΚ A' 128/2005

Τις διατάξεις Συμφωνίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Σλοβενίας για συνεργασία στους τομείς της Επιστήμης και της Τεχνολογίας που υπογράφηκε στη Λιουμπλιάνα στις 10 Νοεμβρίου 1999 και κυρώθηκε από τη χώρα μας με το ν. 2862/2000, που δημοσιεύθηκε στο υπ’ αριθμ. 256 Φύλλο της Εφημερίδας της Κυβερνήσεως τεύχος Α, της 16ης Νοεμβρίου 2000.

Το άρθρο δεύτερο του ως άνω κυρωτικού νόμου σύμ?φωνα με το οποίο τα σε εκτέλεση της Συμφωνίας αυτής Πρωτόκολλα-Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου III αυτής εγκρίνονται με Κοινή Πρά?ξη των αρμοδίων κατά περίπτωση Υπουργών

Τις διατάξεις του άρθρου 29 Α~ του νόμου 1558/1985 (ΦΕΚ Α~ 137), όπως αυτό προστέθηκε με το άρθρο 27 του νόμου 2081/1992 (ΦΕΚ Α~ 154) και τροποποιήθηκε με το άρθρο 1 παρ. 2α του νόμου 2469/1997 (ΦΕΚ Α~ 38)

Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρωτοκόλλου δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής που προκύπτει από τις βασικές δια?τάξεις της Συμφωνίας και που είχε εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους.

Το περιεχόμενο του υπό έγκριση Πρωτοκόλλου, απο?φασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του το Πρωτόκολ?λο της 4ης Συνάντησης της Μικτής Ελληνο-σλοβενικής Υποεπιτροπής Επιστημονικής και Τεχνολογικής Συνερ?γασίας που υπογράφηκε στη Λιουμπλιάνα στις 29 Νοεμ?βρίου 2004 το κείμενο του οποίου σε πρωτότυπο στην αγ?γλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROTOCOL of the 4th Meeting of the Greek - Slovene Joint Sub Committee for Scientific and Technological Co-operation The Joint Sub-Committee for Scientific and Technologi?cal Co-operation between the Government of the Republic of Slovenia and the Government of the Hellenic Republic on the basis of:

The Agreement on Co-operation in the Fields of Ed?ucation, Culture and Science signed on November 10,1993 in Ljubljana,

The Agreement on Scientific and Technological Co?operation signed on November 10, 1999 in Ljubljana

The Programme on Co-operation in the Fields of Ed?ucation, Culture and Science signed on September 16, 1997 in Athens,

The Protocol of the 1st Meeting of the Slovene - Greek Joint Sub-Committee for Scientific and Technological Co?operation signed in Athens on December 18, 1998,

The Protocol of the 2nd Meeting of the Slovene - Greek Joint Sub-Committee for Scientific and Technological Co?operation signed in Ljubljana on December 13, 2000,

The Protocol of the 3rd meeting of the Slovene - Greek Joint Sub-Committee for Scientific and Technological Co?operation signed in Athens on December 17, 2002 held its 4th Meeting in Ljubljana on 29th of November 2004 in order to determine the Co-operation Working Pro?gramme for the period 2005 - 2007. The delegation of the Republic of Slovenia was headed by Dr Niko Herakovic, Secretary, Head of the Office for In?ternational Cooperation and European Affairs, Ministry of Education, Science and Sport. The delegation of the Hellenic Republic was headed by H.E. Mr George Nicolaidis, Ambassador of Greece in Slovenia. The members of both delegations are listed in Annex I, the agenda of the meeting is attached as Annex II. I. General Information on recent trends on S & T policies of the two countries. The Secretary for International Co-operation and Euro?pean Affairs, Dr Niko Herakovic, welcomed the Greek del?egation and expressed his satisfaction for the continuation of the Scientific and Technological Co-operation with Greece, a country known for its high scientific standards. 1927 recent trends in their Scientific and Technological Policy as well as more details about their Bilateral Co-operation Pro?gramme. Both sides place particular emphasis on the role of inter?national co-operation for the further development of the S&T system in the two countries. They expressed their con?fidence that the implementation of the Slovene - Greek Bi?lateral Programme will contribute significantly to the devel?opment of beneficial links between S&T institutions, universities, enterprises and scientists of both countries. They also agreed to pay serious attention to extending the co-operation in International and European multilateral R&D programmes such as EU Framework Programs, COST etc. II. Approval of the Working Programme for the Scientific and Technological Co-operation for the period 2005 - 2007 (29th of November 2004).

Extended projects The two sides agreed to provide, when necessary, an eight (8) months extension (without any additional fund?ing) on the ongoing projects in order to allow their com?pletion.

Approved projects Both sides issued a joint call for proposals up to April

A total number of 34 joint proposals were submitted to both sides. These proposals were evaluated by experts, in each country. The evaluated proposals were proposed to the Joint Committee for final selection. The 26 approved projects are listed in Annex III.

Administrative conditions of the co-operation 3.1 All the procedures related to the projects approved within the frame of this Protocol, for the Slovene side, will be co-ordinated by the Slovenian Research Agency - ARRS. The administrator responsible for the Greek side is the General Secretariat for the Research and Technology of the Ministry of Development. The administration of the bilateral projects adopted under this protocol and all pro?cedures involved in their implementation will be entrusted to the participating Organizations in these projects. In case of potential difficulties in such a procedure the Slovenian and the Greek side reserve the right to conduct these pro?cesses or part thereof directly by the services of the ARRS in Slovenia and GSRT in Greece. 3.2 The project leaders of the co-operative research teams are required to present annually to the ARRS and to the GSRT, respectively, a comprehensive report dealing with the joint work performed within the project during the given year and a financial report about the utilisation of the support received from the executive agencies. Upon the termination of the project a final report on the results achieved will be submitted to the executive agencies re?sponsible for the overall management of the present Work?ing Programme. 3.3 Regarding the publication of the achievements of the joint work and on the possible registration of the intellec?tual property rights (patents, utility models, industrial de?signs, etc.), decisions shall be made in conformity to the laws and regulations in effect in both countries, on the ba?sis of mutual agreements reached, in due time, by the par?ticipating institutions.

Financial conditions of the co-operation 4.1 The cost of transportation of Slovene scientists to Greek Institutions will be covered by the ARRS. The cost of transportation of Greek scientists to Slovene Institutions will be covered by the GSRT. 4.2 The two Parties will provide the following: - In case of short-term visits of Slovene scientists (up to 10 days) to Greece, the Greek side will provide them the per diem of 100 Euro. The Slovenian side will provide Greek scientists for short-term visits (up to 10 days) to Slovenia, 19 Euro per diem in national currency + lodging. - For long term visits (up to 3 months) for young Sloveni?an researchers the Greek side will provide them 1000 Euro monthly. The Slovenian side will provide young Greek re?searchers for long-term visits (up to 3 months) 400 Euro monthly in national currency + lodging. - In case of internal travel costs necessary for the imple?mentation of the cooperation project for Slovene scientists visiting Greece, will be financed by the Greek side, while in?ternal travel costs for Greek scientists visiting Slovenia, will be financed by the Slovene side. 4.3 Both sides agreed to allocate in principle the equiva?lent of two short-term visits for two persons per year for each side per project. 4.4. The researchers who perform exchange visits on the basis of this Protocol should be adequately medically in?sured in their country, for the time of their stay in the re?ceiving country.

Future Activities Both sides agreed to proceed on events of common in?terest on S&T fields (workshops or similar) which will be or?ganised alternatively in both countries.

Επικεφαλής της αντιπροσωπείας της Δημοκρατίας της Σλοβενίας ήταν ο Δρ. Niko Herakovic, Επικεφαλής του Γρα?φείου Διεθνούς Συνεργασίας και Ευρωπαϊκών Υποθέσεων του Υπουργείου Παιδείας, Επιστημών και Αθλητισμού. Επικεφαλής της αντιπροσωπείας της Ελληνικής Δημο?κρατίας ήταν η Αυτού Εξοχότητα Γεώργιος Νικολαΐδης, Πρέσβης της Ελλάδας στην Σλοβενία. Τα μέλη και των δύο αντιπροσωπειών αναφέρονται στο Παράρτημα Ι, ενώ η ημερήσια διάταξη της συνάντησης επισυνάπτεται ως Παράρτημα ΙΙ. Ι. Γενικές Πληροφορίες σχετικά με πρόσφατες τάσεις στις πολιτικές Επιστήμης και Τεχνολογίας των δύο χωρών. Ο Υπουργός Διεθνούς Συνεργασίας και Ευρωπαϊκών Υποθέσεων, Δρ. Niko Herakovic, καλωσόρισε την Ελληνική αντιπροσωπεία και εξέφρασε την ικανοποίησή του για την συνέχιση της Επιστημονικής και Τεχνολογικής Συνεργα?σίας με την Ελλάδα, μία χώρα γνωστή για τα υψηλά επι?στημονικά της πρότυπα. Ο επικεφαλής της Ελληνικής αντι?προσωπείας ευχαρίστησε τον Υπουργό για το θερμό του καλωσόρισμα. Οι επικεφαλής και των δύο αντιπροσωπειών σύστησαν τα μέλη των αντίστοιχων αντιπροσωπειών τους. Οι δύο πλευρές παρουσίασαν στοιχεία και σχέδια των πρόσφατων τάσεων στην Επιστημονική και Τεχνολογική Πολιτική τους, καθώς και περισσότερες λεπτομέρειες σχετικά με το Διμερές Πρόγραμμα Συνεργασίας τους. Και οι δύο πλευρές θέτουν ιδιαίτερη έμφαση στον ρόλο της διεθνούς συνεργασίας για την περαιτέρω ανάπτυξη του συστήματος Επιστήμης και Τεχνολογίας στις δύο χώρες. Εξέφρασαν την πεποίθησή τους ότι η υλοποίηση του Ελλη?νο-Σλοβενικού Διμερούς Προγράμματος θα συμβάλει ση?μαντικά στην ανάπτυξη επωφελών δεσμών μεταξύ των ιδρυμάτων Επιστήμης και Τεχνολογίας, πανεπιστημίων, επιχειρήσεων και επιστημόνων και των δύο χωρών. Συμφώνη?σαν ακόμη να εξετάσουν σοβαρά την διεύρυνση της συ?νεργασίας σε Διεθνή και Ευρωπαϊκά πολυμερή προγράμ?ματα Έρευνας και Ανάπτυξης, όπως είναι τα Προγράμματα Πλαίσιο της Ευρωπαϊκής Ένωσης, το COST κ.λπ. ΙΙ. Έγκριση του Προγράμματος Εργασίας Επιστημονι?κής και Τεχνολογικής Συνεργασίας για την περίοδο 20052007 (29η Νοεμβρίου 2004).

Παρατεινόμενα Έργα Οι δύο πλευρές συμφώνησαν να παρέχουν, όταν είναι αναγκαίο, μία οκτάμηνη παράταση (χωρίς περαιτέρω χρηματοδότηση) στα συνεχιζόμενα έργα, έτσι ώστε να επιτρέπεται η ολοκλήρωσή τους.

Εγκεκριμένα Έργα Και οι δύο πλευρές εξέδωσαν κοινή πρόσκληση υποβο?λής προτάσεων έως τον Απρίλιο του 2004. Υποβλήθηκε και στις δύο πλευρές ένας συνολικός αριθμός 34 κοινών προ?τάσεων. Αυτές οι προτάσεις αξιολογήθηκαν από εμπειρο?γνώμονες στην κάθε χώρα. Οι αξιολογηθείσες προτάσεις ετέθησαν στην Μικτή Επιτροπή για τελική επιλογή. Τα 26 εγκριθέντα έργα αναγράφονται στο Παράρτημα ΙΙΙ.
