| a The householder or joint householders, or the person or persons for the time time being acting as householder or joint householders, of every household in Northern Ireland, or where there is no householder or acting householder and there are no joint householders or acting joint householders of that household, the members of that household who are aged 16 years or over on census day, or where the household consists of one person, that person. | The Northern Ireland Household Form entitled “Household Form”. |
| b Any person in Northern Ireland mentioned in column (2) in Group II, III, IV, V, VI, VII or VIII in Schedule 1 to the Census Order. | The Northern Ireland Individual Form entitled “Individual Form”. |
| c Any person in Northern Ireland making an individual return in accordance with regulation 9. | The Northern Ireland Individual Form entitled “Individual Form”. |
