The Education (Mathematics and Science Teacher Training Incentive) (Wales) Regulations 1999

Coming into force: 1st September 1999

In exercise of the powers conferred on the Secretary of State by section 50 of the Education (No. 2) Act 1986[^f00001], and now vested in the National Assembly for Wales[^f00002], the National Assembly for Wales hereby makes the following Regulations:

Citation, commencement and revocation

• (1) These Regulations may be cited as the Education (Mathematics and Science Teacher Training Incentive) (Wales) Regulations 1999 and shall come into force on 1st September 1999.

• (2) The Education (Bursaries for Teacher Training) Regulations 1994[^f00003] and the Education (Bursaries for Teacher Training) (Amendment) Regulations 1995[^f00004] are revoked as respects Wales.

Interpretation

In these Regulations—

• “accredited institution” means an institution accredited by the Higher Education Funding Council for Wales, as a provider of courses satisfying such provisions as to curricula and other criteria as may be from time to time specified by the Assembly;

• “Assembly” means the National Assembly for Wales[^f00005]

• “qualified teacher” means a person who, in pursuance of the Regulations relating to the employment of teachers from time to time in force under section 218 of the Education Reform Act 1988[^f00006], is qualified to be employed as a teacher at a school to which that section applies; and

• “science” means one or more of the subjects of biology, chemistry and physics.

Payment of incentives

• (1) The Assembly may, in accordance with these Regulations, make payments by way of incentive for persons to undergo training to become teachers of mathematics or science, if such persons are eligible for student support under regulations made under section 22 of the Teaching and Higher Education Act 1998[^f00007]

• (2) A first payment not exceeding £2,500 for any person shall be payable in accordance with regulation 4.

• (3) A second payment not exceeding £2,500 for any person shall be payable in accordance with regulation 5.

The First Incentive Payment

• (1) The first payment (which may be payable by instalments) shall be payable to a person in respect of a postgraduate course of initial training for teachers to teach mathematics or science to pupils undergoing secondary education, provided at an accredited institution in Wales, leading to the person becoming a qualified teacher.

• (2) The Assembly may make a payment under paragraph (1) by providing funds to an accredited institution for payment to a person at such times as the Assembly may direct.

• (3) No payment shall be made under paragraph (1) to a person who has completed a course of initial training for teachers.

• (4) Payments under paragraph (1) shall be payable in respect of the period ordinarily required for the completion of the course for which they are made.

• (5) If for reasons of ill health or because of deferment a person does not complete a course within the period ordinarily required, the National Assembly for Wales may extend the period in respect of which payments under paragraph (1) shall be made.

The Second Incentive Payment

• (1) Subject to paragraphs (2) and (3) a payment not exceeding £2,500 shall be payable to a person who has —

• (a) received the full amount awarded as a first payment under these Regulations or arrangements applying in England for those undergoing training to become teachers of mathematics or science;

• (b) become a qualified teacher in England or Wales; and

• (c) has taken up a post under a contract for at least one school term teaching mathematics and/or science in a school maintained by a local education authority in Wales.

• (2) No payment shall be made under paragraph (1) to a person who has taken up a post in a primary school unless that person has lead responsibility for the mathematics and/or science curriculum at the school.

• (3) No payment shall be made under paragraph (1) to a person who has taken up a post more than 10 months (plus any statutory maternity entitlement) following completion of the course in respect of which that person received payment under regulation 4(1).

Explanatory note

(This Note is not part of the Regulations)

These Regulations put in place new incentives to encourage more people to train to teach in mathematics and/or science. The Regulations allow for up to £2,500 to be payable during a postgraduate course of initial teacher training, at an accredited institution in Wales, in secondary mathematics, biology, chemistry or physics. A second payment of £2,500 will be payable to people who have received the first £2,500 and entered teaching in either mathematics, biology, chemistry or physics within ten months of successfully completing their initial teacher training course.

The Regulations allow those who have trained in England, and received the first payment through the parallel incentive scheme in England, to begin teaching in Wales and be eligible for the second £2,500.

The Regulations revoke previous teachers' bursaries Regulations which are no longer required.
