Coming into force in accordance with article 1(2)
In pursuance of sections 58(1) and 64 of the Local Government Act 1972[^f00001] the Local Government Boundary Commission for Wales submitted proposals in December 1999 for the future electoral arrangements for the County of Ceredigion. The National Assembly for Wales having agreed with the proposals makes the following Order in exercise of the powers conferred on it by sections 58(2) and 67(4) and (5) of the Act.
Name, commencement and interpretation

- (1) This Order is called the County of Ceredigion (Electoral Changes) Order 2002.
- (2) This Order will come into force:
- (a) for the purposes of proceedings, preliminary or relating to any election to be held on the 6th May 2004, on the 9th October 2003, and
- (b) for all other purposes, on 6th May 2004.
- (3) In this Order —
- “the Act” (“y Ddeddf”) means the Local Government Act 1972;
- “electoral division” (“adran etholiadol”) means an electoral division of the County of Ceredigion as constituted by the County of Cardiganshire Electoral Arrangements Order 1994[^f00002].
- “map A” (“map A”) means the map prepared by the National Assembly for Wales and marked “map A of the Community of Aberystwyth Electoral Divisions Order 2002” and deposited in accordance with Regulation 5 of the Local Government Area Changes Regulations 1976[^f00003];
- “map B” (“map B”) means the map prepared by the National Assembly for Wales and marked “map B of the Community of Cardigan Electoral Divisions Order 2002” and deposited in accordance with Regulation 5 of the Local Government Area Changes Regulations 1976; and
- “map C” (“map C”) means the map prepared by the National Assembly for Wales and marked “map C of the Community of Llanbadarn Fawr Electoral Divisions Order 2002” and deposited in accordance with Regulation 5 of the Local Government Area Changes Regulations 1976.
Electoral Divisions

- (1) The existing electoral divisions of the County of Ceredigion specified in the Schedule to the County of Cardiganshire Electoral Arrangements Order 1994 are abolished.
- (2) For the purposes of the elections of councillors for the County of Ceredigion, that County shall be divided into 40 electoral divisions bearing the names specified in column (1) of the Schedule to this order, and each such electoral division shall comprise the area specified in column (2) of that Schedule, as designated on the maps and demarcated by red lines.
- (3) The number of councillors to be returned for each such electoral division shall be the number specified in relation to the division in column (3) of the Schedule to this Order.
Register of Local Government Electors

The registration officer shall make such re-arrangements or adaptation of the register of local government electors as may be necessary due to the coming into force of this Order.

Explanatory note
(This note is not part of the Order)
The Local Government Boundary Commission for Wales was required by section 64(1) of the Local Government Act 1972 (as substituted by the Local Government (Wales) Act 1994) to review electoral arrangements as soon as practicable after the first elections to unitary authorities in May 1995.
This Order gives effect to the proposals made in the Local Government Boundary Commission for Wales' report of December 1999 for the County of Ceredigion.
Although the Order abolishes all existing electoral divisions within the County and replaces them with new electoral divisions, in practice the majority will remain the same.
There is no change to the divisions of Aberaeron, Aberporth, Beulah, Borth, Capel Dewi, Ceulanamaesmawr, Ciliau Aeron, Faenor, Lampeter, Llanarth, Llandyfriog, Llandysiliogogo, Llandysul Town, Llanfarian, Llanfihangel Ystrad, Llangeitho, Llangybi, Llanrhystyd, Llansantffraed, Llanwenog, Lledrod, Melindwr, New Quay, Penbryn, Penparc, Tirymynach, Trefeurig, Tregaron, Troedyraur, Ystwyth.
The following changes are made by this Order:
- Aberystwyth is divided into five electoral divisions:
- Aberystwyth Canol/Central consisting of the Central ward of the community of Aberystwyth, returning one councillor;
- Aberystwyth Bronglais consisting of the East Ward of the community of Aberystwyth, returning one councillor;
- Aberystwyth Gogledd/North consisting of the North ward of the community of Aberystwyth, returning one councillor.
- Aberystwyth Rheidol consisting of the Riverside ward of the community of Aberystwyth, returning one councillor;
- Aberystwyth Penparcau consisting of the South ward of the community of Aberystwyth, returning two councillors.
- The existing division of Cardigan is divided into three new electoral divisions:
- Aberteifi/Cardigan — Teifi consisting of the Teifi ward of the community of Cardigan;
- Aberteifi/Cardigan — Rhyd-y-Fuwch, consisting of the Rhyd-y-Fuwch ward of the community of Cardigan; and
- Aberteifi/Cardigan — Mwldan, consisting of the Mwldan ward of the community of Cardigan. Each new electoral division to be represented by one councillor.
- The existing division of Llanbadarn Fawr is divided to create two electoral divisions named Llanbadarn Fawr Sulien and Llanbadarn Fawr Padarn — each returning one councillor.
The areas of the new divisions are demarcated on the detailed maps described in Article 2, prints of which may be inspected at all reasonable times at the offices of Ceredigion County Council and at the offices of the National Assembly for Wales, Cathays Park, Cardiff, CF10 3NQ (Local Government Modernisation Division).
